Online Gaming Bill Becomes Law After Presidential Nod

President Droupadi Murmu on Friday gave her approval to the Promotion and Regulation of Online Gaming Bill, 2025, officially making it law. The legislation, recently cleared by both Houses of Parliament, seeks to encourage e-sports and social online games while imposing a strict ban on online money-based gaming, related advertisements, and financial transactions.

The law prohibits the offering, running, or supporting of money-based online games. However, officials have clarified that players will not be penalised—the restrictions are directed at service providers, advertisers, promoters, and financial backers.

To give structure to the growing e-sports ecosystem, the government will set up a dedicated regulatory framework under the Ministry of Youth Affairs and Sports, recognising e-sports as a legitimate competitive sport in India. Social gaming platforms will also be promoted within this framework.

The Bill was introduced to tackle the social and financial risks linked with online money gaming, including addiction, heavy monetary losses, and even cases of suicide. Concerns over money laundering and terror financing through such platforms were also highlighted during the debate.

Under the new law, hosting or facilitating money games could attract up to three years in prison and fines of up to ₹1 crore. Advertising such services may lead to a penalty of up to two years’ imprisonment or a fine of ₹50 lakh.
